Arizona lets an unlicensed person do work whose total price is under $1,000 if it doesn't need a building permit and isn't split up to stay under the limit; their ads must say "not a licensed contractor" (A.R.S. ยง 32-1121(A)(14)). Bigger repairs, re-stuccoing and permitted work need a licensed contractor. Stucco falls under the Registrar of Contractors' plastering classes, R-36, C-36 and CR-36.
